Error While Adding Rollover Charge in PDC (Doc ID 2636024.1)

When trying to add a rollover charge in Pricing and Design Center User Interface (PDC UI), the action fails with the following error message:

The issue can be reproduced at will with the following steps:
1) Open Service Event Map in PDC UI and choose any event (TelcoGprs in this case)
2) Create a Charge Offer and choose "Applicable To" -> TelcoGprs.
3) Click on Add Charge and select Rollover in Charge Category. Then the error is shown in PDC GUI.
