RPM Client Blocked By "Your Security Settings Have Blocked A Self-signed Application From Running" (Doc ID 2636616.1)

When attempting to launch the RPM client the Java console throws the Application Blocked by Java Security error.

"Your security settings have blocked a self-signed application from running"

Steps to Reproduce
1. Try to launch the RPM client.
2. Notice the error thrown by Java console.
