BOC to BRM Connection Issue (Doc ID 2637449.1)

Goal

Following issue has been observed:

1) When Billing and Revenue Management (BRM) Connection Manager (CM) is up and running, Business Operations Center (BOC) home page keeps on loading.
2) When CM is shutdown, BOC home page loads with error "unable to get configuration from BRM".

How to address this issue?
