Cycle arrear fee is charging zero amount for the last cycle which is not expected.

The issue can be reproduced at will with the following steps:
0) Product Config - Full Charge on Purchase and No Charge on cancel.
1) Cycle arrear product purchased on 11th Feb 2020 with end date as 1st April 2020
    Say -10$ including tax - is overridden during purchase of the product.
2) During billing on 1st March, cycle arrear fee is triggered with the amount.
    Cycle fee arrear amount = -10$ (for Feb)
3) During billing on 1st April (last cycle for this product), cycle arrear fee is triggered with zero amount

Expected result:
During 1st April billing, expecting cycle arrear of -10$ including tax
