Logs having Wrong Timestamps Due to Outdated Daylight Savings Data (Doc ID 2640060.1)

Symptoms

For BRT timezone, when starting atg logs an hour gets added because of outdated day light savings.


STEPS
The issue can be reproduced at will with the following steps:

1) Set system date/time to be during planned Brazil daylight savings in "Fall" 2019 (this was cancelled and Brazil is not doing daylight savings)

2) Set JVM time zone (e.g. -Duser.timezone) to Brazil

3) Startup ATG instance and observe ATG logging going to ATG logs (e.g. info.log, warning.log, etc.) and to console has wrong time and wrong DST timezone.
