SNR Not Getting Generated for Consumption for Resource Quota Granted Through Add On (Doc ID 2641966.1)

Goal

There are two OfferProfiles configured: one is by default purchased on all the Customer called "Data FUP", the other called "Plus2020" which will be purchased as part of an Add-On.

It is noticed that the Subscribe-Notifications-Request(SNR) is getting generated in case the customer has only "Data FUP" but purchase the addon with offer profile "Plus2020" not getting the SNR. This feature was working on version 11.3.0.7.9 and has stopped working after upgrading the patch to 11.3.0.7.12.

The requirement is that, if the account has offer profile that triggers the SNR, then SNR should get generated irrespective both Charge/Discount Offering related to that.  Why is it not happening?
