Cycle Batch Failures Due To Long Running Query In ASC_POPULATEPOLICYCYCLE Stored Proc (Doc ID 2642621.1)

ACTUAL BEHAVIOR
---------------
Cycle batch failures due to long running query in ASC_POPULATEPOLICYCYCLE stored proc. Cycle client is returning with an error and unable to proceed with Cycle Policy batch. The root cause for the issue is, INSERT query from ASC_POPULATEPOLICYCYCLE taking too long to execute -- Over 15 min. The Selection criteria and table joining in this query caused high cost when # or processing records count is high. The query is tuned to reduce cost and this required attention to validate the impacts.
