LMTP Does Not Use Sieve Addflag "$label1"

LMTP does not appear to recognize the sieve addflag "$label1".
The configuration consists of an MMP running Messaging Server 220.127.116.11.0 which redirects email to 4 LMTP backends, which are also running Messaging Server 18.104.22.168.0.
The goal is to add an addflag "$label1" for certain emails to add and flag an "Important" red color when the email is viewed through Webmail or Thunderbird.
The following sieve exists on the MMP:
The code was compiled and the server was restarted.
But, when an email was sent from the user and had the subject mentioned in the sieve rule, the email was received, but it was not flagged in red.
Is there a problem with adding $label1 while using LMTP?
