Completion of instructed step from the Operations Mobile Application (OMA) in a planned sheet creates Real Outage.

When a step instructed to an OMA crew from a planned sheet is completed from the OMA device, real outages are created instead of planned outages. Planned outages should be created when deenergizing customers from a planned sheet.

Instructing from a planned sheet and completing the step either from the switch sheet or via the control tool on the device with the instruct, results in a planned outage as expected.

Completing a planned switching step in OMA should result in a planned outage
