Symptoms



When attempting to install RPM 15.0.3 application, the build fails with below error

"oracle.simplefan.impl.FanManager configure
SEVERE: attempt to configure ONS in FanManager failed with oracle.ons.NoServersAvailable: Subscription time out"


Steps to Reproduce
-----------------------

1. Install RPM 15.0.3.
2. Notice the ONS error.
