Cartridge Deployment Fails with Error "Unable to deploy PersistenceUnit [default] in invalid state" (Doc ID 2645135.1)

Symptoms

Deployment of a custom cartridge with ruleset fails with following error:

  [deploy]
  [deploy] Deployment of UIM_MobileServiceCFS (1.0.0.0.0) failed due to :
  [deploy] [Error Code]: RUNTASKS_ERROR [Stage]: POST_DEPLOY [Description]: UNKNOWN.
  [deploy] [Remedy Action]: UNKNOWN.
  [deploy] [Details]: Error installing cartridges: {=java.io.IOException: The model data can not be imported. - oracle.communications.platform.entity.impl.RuleSetEntityDAO._persistence_checkFetched(Ljava/lang/String;)V

Unable to deploy PersistenceUnit [default] in invalid state [DeployFailed].
Internal Exception: javax.persistence.PersistenceException: Exception [EclipseLink-28019] (Eclipse Persistence Services - 2.6.4.v20160829-44060b6):
org.eclipse.persistence.exceptions.EntityManagerSetupException
Exception Description: Deployment of PersistenceUnit [default] failed. Close all factories for this PersistenceUnit.
