Error in LoadIfwConfig While Export and Import a Migrated Plan With ExpRef Option (Doc ID 2645331.1)

Symptoms

There is a migrated plan which was exported with option "expRefs" from Pricing Design Center (PDC). Upon importing the same plan into PDC without changing anything in the generated payload output Extensible Markup Language (XML) file, it is failing in BRE transformation for TrigerSpec with below error.

The same XML file can be imported with option "TrigerSpec" without any errors, but not able to import the complete plan with "expRefs".

The issue can be reproduced at will with the following steps:

1. Create two discount offers with filters
2. Submit the changeset
3. Batch Rating Engine (BRE) transformation failed
