When actual Meter Turn off read from SOM activity is not aligned with US End Date/Time then IMD is created in exception state

Symptoms
Meter Turn off read from SOM is going to IMD Exception with Inactive Measurement Check Rule
Workaround-
Manually Override Exception on the IMD to finalize the read
Steps-
1.Create Master data setup for Scalar Measuring Component and install/Connect device. Associate Usage Subscription to it.
2.Turn off Meter Activity is created for the above Service Point.
3.Usage Subscription has an end date/time of 2019-01-01-00.00.00
4.Read is collected on 2019-01-01-02.00.00 as that is when the US was actually turnedoff. This is valid to customer.
5.Attach Inactive Measurement Check Rule to VEE Group and plug it on the MC with the following configuration:Check for Missing Usage Subscription Relationship - Yes
6.Submit the below data on Scalar Measuring Component:
Measurement Date/Time Quantity MSRMT_COND_FLG
1/12/2018 12:00:00 0 501000
7.Submit an IMD for 1/1/2019 02:00:00 with quantity 20.8.Notice that IMD goes into exception. Customer is expecting an enhancement fix to allow this scenario and not throw an exception as it’s a valid scenario in their case.
