Toggle alarms on/off not working properly with .wav files

Configuration is set to generate a sound based on a .wav if there is a System Alarm and a normal alarm if there is a new event, NFY etc.  Once the Audio button is disabled, enabling the Audio does not result in the alarms being heard again.

Steps to reproduce the behavior
If the user logs in and there are both NFYs and System alarms they hear the system alarm .wav file.
If they then deselect the Audio Enabled checkbox they hear nothing.
When they select Audio Enabled they still hear nothing.
If the user then acknowledges the system alarms the regular alarm starts beeping as expected.

Expect that selecting the Audio Enabled should result in the alarms being heard again.
