P6 EPPM Fails to Start With a Message: Java.lang.ClassNotFoundException: Org.springframe (Doc ID 2645823.1)

When attempting to start the P6 managed server, the following error occurs in the WebLogic P6.log and P6.out file:

The issue can be reproduced at will with the following steps:
1. Attempt to start aP6 EPPM.
2. Observe the P6 managed server shows as "RUNNING" in the WebLogic console.
3. Observe the P6 deployment shows as "Failed".


The issue has the following business impact:
Due to this issue, the P6 managed server cannot be started.
