ORA-02149 On Create APS Partitions Missing _0 Partitions (Doc ID 2646198.1)

Users have never implemented ASCP and they had an instance which was upgraded from many earlier apps versions:

10.7 => 11.0.3 => => 12.1.1 => 12.1.3

They now want to implement ASCP.  They cloned the instance to a new instance.  They had dropped instance and plan partitions they found.  Now they get the following error when trying to create Plan or Instance Partitions:

MSCCRPAR module: Create APS Partitions errored with the following:

ORA-02149: Specified partition does not exist

In using the following sql, it was found that both instances have the same partition problem, it was not a result of the clone:

This revealed that we had some tables with instance partitions and some with plan partitions but not all required tables had the proper instance and plan partitions created.  Dropping all the

instance and plan partitions using the Drop Partitions concurrent request helped remove most of the problem partitions but not all and users still could not create proper instance nor plan partitions
