Documaker Desktop 12.6.1 crashes when attempting to process WIP documents

Following bug fix and release of DM 12.6.1 (as part of resolution of SR 3-18366057341), it has been discovered during testing that Documaker Desktop crashes when WIP documents are attempted to be created.

 To attempt to fix this issue we have installed the following C++ redistributables but all produce the same error as above.

The issue can be reproduced at will with the following steps:
1. retrieve a form from WIP
2. Select a paragraph selection field.
3. paragraph list window does not display

The issue has the following business impact:
Due to this issue, users cannot complete UAT testing and meet critical milestone
