Flow's Component Doesn't Accept %.csv As Parameter Value

Goal
Whenever we use the .csv as a parameter value to the test data of component F1-BatchSubmission, we always encounter the error "INVALID_CHARACTER_ERR: An invalid or illegal XML character is specified". But if we use other file type such as .dat or .txt, it works, though we really need it as to be in csv file type. We also added single qoutes or double qoutes around the parameter value but the output file name also retained the qoutes, which is not as expected. We're using UTA version 6.0.0.1.1.
