Symptoms
On all versions of Oracle Communications Network Charging and Control (OCNCC or NCC) up to 12.0.3.0 (inclusive), when performing a silent Voucher and Wallet Server (VWS) installation against a remote database, the installer always fails with:
The provided NCC_DBUSER parameter in the response file correctly matches the value listed in the alarm, but the validation always fails and the installer does not succeed.
This issue specifically only affects silent VWS installations against a remote database.
