OHI 3.19: Web Service timeout for Callout and WorkFlowEvent

During bulk claims processing in OHI, the following WorkflowEvent and Callout Request WebService Timeout errors are encountered:

Callout error in application log
Web Service timeout has occurred: ServiceDescriptor{name=CalloutAsyncRequest, operation=http://healthinsurance.oracle.com/CalloutRulesRequestService/asynchronousCallout, address=http://otdwldev.hphc.org/OhiDispatchServiceService, reply-to=http://ohipqa4.hphc.org/ohi-claims-ws-calloutrules/CalloutRuleResponseService, version=1.0}

WorkflowEvent error in application log:
Web Service timeout has occurred: ServiceDescriptor{name=WorkflowEvent, operation=null, address=http://otdosbdev.hphc.org/CNGINT_WorkflowEventMediator, reply-to=null, version=null}
