Data Model Installation Fails With ORA-20003: "The object is not in a valid state for the requested operation (ops_enabled)" (Doc ID 2647988.1)

Symptoms

The Data Model installation is failing with the following error:

ORA-06502: PL/SQL: numeric or value error: character string buffer too small
ORA-06512: at "APPS.FND_MSG_PUB", line 279
ORA-06512: at "APPS.CDR_PUB_DF_WORKAREA", line 510
ORA-06510: PL/SQL: unhandled user-defined exception
ORA-06512: at "APPS.CDR_EX_INST_CONTROLLER", line 9234
ORA-20003: The object is not in a valid state for the requested operation (ops_enabled)

Error in the Work Area installation log:

Unit Name=CDR_xxxxxx$UPGRADE
An error prevents the Upgrade script from executing successfully. Please review upgrade log file reorg.log. Generated upgrade script is reorg.sql.

Changes

The user made changes to the table columns.
