Duplicate Sync Requests Are Received By SOA From CCB For Meter Read Sync If A Warning Is Raised (Doc ID 2648071.1)

Symptoms

Given the following conditions:

- meter read sync is configured for realtime processing (i.e. no pending status monitor process on the CCB outbound and MDM inbound sync requests BOs)
- CCB is configured to retrieve high / low values from MDM
- high / low sender in CCB is configured in such a way that when it is executed, it throws a warning

When adding a Meter Read in CCB and a warning is shown for the incorrect high / low sender configuration, the Meter Read is saved in CCB, but MDM creates two finalized IMDs (but only one of them can be tracked back to an inbound MR sync request).

A similar issue is observed if an application warning is thrown during Start/Stop.  In this case, only one Service Agreement is created in CCB, but MDM receives two sync requests to create two independent Usage Subscriptions.
