When repredicting an outage downstream, if the outage has non-outage calls, they become Probable Service Outages (PSO's) instead of non-outages (NON).
Grouped Non-outage calls should create non-outage events when repredicted downstream
The issue can be reproduced at will with the following steps:
- Submit several outage calls so that they create PDO on an upstream device.
- Submit a non-outage call on a device downstream of the PDO that has no other calls.
- Manually group created non-outage event into upstream PDO.
- Manually re-predict the PDO downstream.
