[11777] User ID / Password Is Invalid Error for All Users for First Login to OFSAA After New Installation With Websphere (Doc ID 2648267.1)

Symptoms

On OFSAA 8.0.7.2.0, for first login as all users (including sysadmn and sysauth) with expected password, errors are thrown:

ERROR
[11777] User ID / Password is invalid


The following error is also in the $FIC_HOME/logs/SMSService.log

The issue can be reproduced at will with the following steps:

1. Attempt to login for the first time as any user with correct password.
