Symptoms
When attempting to run the database setup wizard to upgrade P6 database, e.g. from version 18.8.17.0 to 19.12.0.0,
the following error occurs.

ValueNotFound: com.primavera.database.common.job.ValueNotFound: There is no value defined to substitute for version (There is no value defined to substitute for version)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Run the dbsetup.bat and launch the database upgrade wizard.
- Above error pops up after populating the PXRTPUSER and pressing Next.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot upgrade the P6 database successfully.
