Error while Set System Options "Stock Count Lockout Period" Value Is 0

While trying to modify the "Stock Count Lockout Period" system option value to 0, there is no clear message regarding the value that was entered. Instead, a java NullPointerException occurs:
There should be a specific error message stating that value can not be "0" instead of the java exception.
Steps to reproduce:
1. Navigate to "Task" - "Application Administration" - "System Options".
2. Identify the Inventory - Stock Counts - "Stock Count Lockout Period" indicator.
3. Change the indicator to 0 (zero) and click on "Save".
4. Notice the JBO-29115 error message.
