Deleting Confirmed RTV Shipment Is Not Clearing Inventory (Doc ID 2649580.1)

Symptoms

When the user deletes a Return to Vendor (RTV) Shipment that is confirmed but not dispatched, the inventory remains in the  STORE_ITEM_STOCK.QUANTITY_VENDOR_RETURN.


Steps to Replicate:

1. Go into RTV Shipment.
2. Create Container.
3. Add item with reason code.
4. Confirm Container.
5. Note QUANTITY_VENDOR_RETURN is updated, and MPS_STAGED_MESSAGE is created for publish to Retail Merchandising System (RMS).
6. Delete RTV Shipment, click yes when informed RTV Shipment Containers will be deleted.

Note that RTV and RTV Ship have been canceled, but inventory remains in QUANTITY_VENDOR_RETURN, and there is no new MPS_STAGED_MESSAGE published to RMS.
