Auto Create Relations Not Working as Expected (Doc ID 2649792.1)

This property was changed to "True":

ohi.claimsin.relation.autocreate = True

Then processed a claim with serviced member tag on the ClaimsIN payload:

"servicedMember": {
  "code": "HPK051XXX00",
  "name": "Firstname J Lastname",
  "dateOfBirth": "1950-07-21"
  }, "

The following error was thrown: GEN-ORA-00001 This person already exists
This happens for both existing members and new members. System is not able to accept the claim at all if  proprty ohi.claimsin.relation.autocreate = True

Expected Results:
The system should autocreate a member or update the member information if the member is already present in OHI

Actual Results:
Throwing error: Person already exists

Person already exists

GEN-ORA-00001 This person already exists
