P6 EPPM Application Queries Can Execute Inefficiently After Upgrading to Oracle Database 12.2 (Doc ID 2649868.1)

Symptoms

The example from which the investigation started was a large Web Services export job that was taking an extraordinarily long time to complete.  After analysis of the top SQL executed by the Web Services job, it was found that the queries were using an 'Index Fast Full Scan' instead of an 'Index Range Scan' that was causing queries to take roughly twice as long to complete.  Database tuning was done as part of the troubleshooting process but the queries continued to perform the 'Index Fast Full Scan'.
