Unit Estimate Value is Not Including Multiple HTS Codes in ALC Header Screen

Symptoms
If multiple Harmonized Tariff Schedule (HTS) codes are assigned to the item on the Purchase Order (PO) , only one of the codes is included in Estimated Landed Cost (ELC) (unit est value field on Actual Landed Cost (ALC-header) screen.
Steps To Reproduce:
- Assign 2 active HTS codes to an item so the records are created in ORDSKU_HTS and ORDSKU_HTS_ASSESS tables for both HTS codes. The HTS codes are for the same import country and origin country.
- Check unit est value field on ALC header screen and observe that only one of the HTS codes value is calculated in the ELC.
