MDM Attempting To Validate Eligibility Criteria On Service Point That Is Not Yet Attributed To US/SA (Doc ID 2651061.1)

When Meter Data Management applies weather rule eligibility criteria during Usage Transaction processing and searches for the Service Point's 'Service Center' Characteristic, it is searching for a Service point associated with the Usage Subscription from 11-03 12am. It does not find the Service Point because the Service Point is only associated with the Usage Subscription beginning from 11-03 6:15am, which results in a "Service Point ID field missing." error. The US is synced from CCB and the SA start is only a date, not a date/time. The SA/SP start is a date/time and there may be a several hours gap between SA start and the SP being associated with the SA.

To replicate:

a.)  start an US on 12/1 at midnight
b.)  link an SP to the US on 12/1 at 6:15am
c.)  setup a Usage Rule Eligibility to check for a SP characteristic (based on D1-SP-URCF)
d.)  add the appropriate Char to the SP
e.)  create a initial UT, it will go to Issue Detected / "Service Point ID field missing."
