Dispatcher Cannot Log Onto Dispatcher Shift, Server Unresponsive Or Query Time Out Error Displayed (Doc ID 2651612.1)

Symptoms

Two users began to experience an issue when the application became unresponsive while trying to start a dispatcher shift. After hitting the Save button when starting a dispatcher shift, the users either received a message from IE 11 that the website was unresponsive or if they waited several minutes an error message would pop up indicating a query timeout. By the next morning, this issue had spread to all dispatchers. When this occurs all of the other functionality of the application appears to continue working normally.

Restarting the MWM application appeared to address the issue partially, but one of the logged on users continued to experience the same unresponsiveness when trying to log onto a dispatcher shift.  After another day the issue was impacting almost all dispatchers.
