Promotion With Apply_to_code = 1(Clearance Items Only) Stuck At Conflict Checking (Doc ID 2651968.1)

Symptoms

When attempting to approve a simple promotion with 'Apply To' as 'Clearance Only' and item/loc doesn't have active clearance, it get stuck in Conflict Checking status.

Steps to Recreate:

  1. Ensure that RPM_SYSTEM_OPTIONS.PUBLISH_PRICE_EVENTS_TO_RIB = 1.
  2. Choose a item/location which is not on clearance.
  3. Create a simple promotion for the above item/location with Apply To code as 'Clearance Only'.
  4. Try to approve the promotion and notice that it stuck in Conflict Checking status.
