Closed Sales Order Lines Shows As Demand In ATP - ATP Plan - But Shows Correct Data In MSC_SALES_ORDERS (Doc ID 2652440.1)

Symptoms

PROBLEM
-------------
Sales order line is shipped, but still shows as demand in ATP plan.

OE_ODR_LINES_SN and MSC_SALES_ORDERS are showing 0 demand
AND
MSC_DEMANDS shows order line with FULL ORDER NUMBER and 0 qty
THEN
ATP Post Plan processing is inserting a new row with Demand for this same sales order line back into the plan.
AND
This line will persist over many plans runs.

This is not happening for all sales order lines - but they have not found any pattern that identifies which lines will have the issue.
It seems that when the sales order header closes at end of the month, these lines will disappear

Ship sales order and

BUSINESS IMPACT
----------------------
Currently about 10,000 lines are affected and this hurts the business with wrong promise dates and lost sales.
