IVRS and LNMT Windows Services Unable to Start

IVRS and LNMT Windows Services unable to start with error, "Service failed to start due to the following error: The service did not respond to the start or control request in a timely fashion". Other Errors seen: FATAL APPLICATION : Solution windows service exception. A timeout was reached (30000 milliseconds) while waiting for the <WINDOWS SERVICE NAME> service to connect.
After enabling IVRS Debug logs we could also the the following error:
Connection to database is not available.
The solution DB user could connect to the Database on its on but through the IVRS application it could not.
Client and DB patching were done.
