User is unable to launch the Argus Installer (setup.exe).
After navigating to the directory (D:\Software\Argus 8.2.1\install>setup.exe), the user attempts to execute setup.exe file. The Oracle Universal Installer window opens briefly then disappears doing apparently nothing.
