Issue With RPM Clearance Payload Tables Not Populating When Clearance Is Re-approved (Doc ID 2653473.1)

Symptoms

RPM_CLEARANCE_PAYLOAD not populated when the existing clearance is brought to worksheet state and a new clearance is created.

Steps to reproduce:
------------------------
1) Create a clearance and approve it. Note RPM_CLEARANCE_PAYLOAD will be populated.
2) Bring the clearance back to worksheet state.
3) Create new clearance with a different %off or amount. Note the RPM_CLEARANCE_PAYLOAD is populated for old clearance that is in worksheet state.
