Symptoms

Issue is that during customer registration using  PCM_OP_CUST_COMMIT_CUSTOMER with credit card payment type, PCM_OP_PYMT_COLLECT is failing intermittently with error "Received Signal 11" from fm_pymt_pol_apply_fee policy module.
