Symptoms

Blank page is displayed on the rule admin page

a) Rule run in batch mode for Form Rule is blank
b) Rule under Admin tab are also empty (blank) on some pages.
However, rules are working just not show.

Steps to Reproduce
----------------------

Admin -> Rules >
select 'Select Rules To Run' and select 'Form Type' as 'Form Rule'
Blank Page is displayed

Click Page List of Values and select a Page
Blank Page is displayed
