Reports Are Not Scheduling For Study Cases

Symptoms
Reports were not getting scheduled for Study cases. Even on clicking on the Auto-schedule button manually, the reports were not scheduled.
Steps to reproduce:
Code Lists > Reporting Destination > FDA
Verify that under Agency Information tab the "Allow WHO Drug reporting" checkbox is checked
Business Configurations > Studies > Select the Study
In Study Reporting section, add Country and License Type.
Reporting Destination: FDA (From Above)
a. Create new Study Case
b. Enter appropriate information to allow for Auto Schedule
c. Save the case
d. Go to Regulatory Reports tab and hit "Auto Schedule" button
e. The reports didn't schedule as expected.
f. Go to Utilities > Logs > View Error Log screen. Following error was captured -
