Symptoms

On : 5.5.1 version, Install, Migration, Upgrade

When attempting to start the CCG Application
the following error occurs.

ERROR
-----------------------
weblogic.application.ModuleException: Module null can not be activated, not in ACTIVATED state: NEW
  at weblogic.diagnostics.module.WLDFModule.activate(WLDFModule.java:334)



STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Start the Weblogic where CCG Application is deployed on AdminServer
