Meter Reads synced from CC&B to MDM are synced with one hour added during DST period

When we sync a read that is taken at midnight during summer (DST effective) and entered into CC&B as a midnight read, the corresponding sync request to MDM also shows the time as midnight. However, when the read gets finalised to a measurement in MDM, the midnight timestamp is stored in the msrmt_dttm and since the timezone is DST participant, the msrmt_local_Dttm is stored as 01:00:00.
