"Initial Measurement Data ID XXXX is archived" error when running D1-IMD batch on old scalar reads.

While testing ILM-related archive partition drop process, we loaded an old MV90 usage file (March 2019) and ran the D1-IMD batch to process the PENDING D5-InitialLoadIMDScalar records that were generated, the batch gave the following error on all of the scalar records:

"Initial Measurement Data ID XXXX is archived."

The old partition for March 2019 usage data had been removed from the database as part of ILM archival process and the D1-IMDCL batch job had been run on all records older than 90 days. The error did not occur for interval records in the same March 2019 file / D1-IMD batch execution.
