MDM Error Message Not Showing On CCB Rate Check Page

On : 2.3.0.0.0 version, Inbound Web Services - IWS
ACTUAL BEHAVIOR --------------- MDM Error Message not showing on CCB Rate Check page
We are testing a Service Agreement that has Measurement data on MDM. And that Measurement data has been modified to trigger an error. Using that data on the Rate Check page, we are expecting to receive an error message coming from the MDM environment. It triggered an error but it was only a blank or empty message. We checked the IWS that is being triggered on MDM when doing the Rate Check. The IWS being used is D2-CalculateUsageMultipleRequests. Upon testing, the IWS returned an exception which contains the elements for Message Category, Message Number, and the Message Parameters but it did not return the "comments" element which contains the Message Text. So when the MDM sent the response, CCB received the message category and message number but without the message text so it showed nothing on Rate Check.
EXPECTED BEHAVIOR ----------------------- CCB should display error message received from MDM.
STEPS ----------------------- The issue can be reproduced at will with the following steps: 1. Create a contact, SA, SP, Meter etc and sync it to MDM. 2. Modify the MDM measurement so that an error is triggered. 3. Create request in CCB using IWS D2-CalculateUsageMultipleRequests. 4. Navigate to CCB rate check and verify the error received is same as the message sent by MDM.
BUSINESS IMPACT ----------------------- The issue has the following business impact: Due to this issue, customer service users cannot check the error an account as if the consumption data is wrong.
