ACTUAL BEHAVIOR
---------------
Unable to create a Damage Assessment from OMA for Non Outages when transformer/fuse asset status is Open
When status is selected as NA, then DA is being created.
EXPECTED BEHAVIOR
-----------------------
Should be able to create a Damage Assessment in this situation. it is possible to do so directly from the main NMS application.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Log in to OMA
Set up your user to a crew
Create a non-outage in NMS on a open device (S2984 for example)
Dispatch the crew to the non-outage
Select the event in OMA
Next select the DA button.
Fill in stuff ( I just added a comment) then Submit
Nothing happens
