Symptoms

On OFSAAI 7.3.3.2.0, after cloning data from another instance, the login page will no longer appear.  The following error page appears instead:

ERROR
[17174] User does not exist in the OFSAAI application. Please contact your System Administrator.



No users can login.

Changes

Migrated data from another instance.

Cause
