Error '<user A> is already logged in at Terminal <Citrix server name> under Windows login account <user B>' When Attempting to Login to P6 Professional on a Citrix Server While Another User Is Already Logged in

Symptoms
When a user attempts to login to P6 Professional hosted on Citrix while another user is already logged in (using their own P6 account), the following error occurs.
<new user's name> is already logged in at Terminal <computer name> under Windows login account <existing user's name>. Do you want to clear this user?
If the the user clicks Yes, the other user is kicked out of their P6 session. As a result, only one user at a time is able to login to P6 even though they are each using different P6 accounts.
The issue can be reproduced at will with the following steps:
1. First user logs in to P6 hosted on a Citrix server.
2. Second user attempts to login.
3. The reported behavior occurs.
