Symptoms
On : 2.3.0.2.0 version:
SCADA_LINKS priority field fails to determine SCADA link order
Per page 11-55 of the Oracle Utilities Network Management System Adapters Guide 2.3.0.2, the SCADA_LINKS database table is used to configure communication links to the SCADA systems and "If one link fails the adapter will switch to another one in the order determined by the PRIORITY field (only one link is active at any given time)." However, that is not occurring in practice. The links are cycled through but not in order of priority; the priority values have no effect.
