FTP Processes Fail to Assign Transfer Rates to a Batch in Prod When Same Batch Worked in Dev (Doc ID 2663853.1)

Symptoms

In production, FTP processes fails to assign rates for all rules in a Batch.  The processes fail to update the Transfer Rate and Adjustment Rate columns.

These rules were migrated from Dev to Prod and this issue does not happen in Dev.

The following SQL is at the end of the FTP Process log for Task1:

and LEGAL_ENTITY_ID = 0099
order by a.ISO_CURRENCY_CD, a.PRODUCT_ID
 

The log ends soon after this SQL without selecting data from the instrument table.
