STEPS

The issue can be reproduced at will with the following steps:
1. On SOAPUI run CoreService/ConfigurationService Web Service using <v3:setUserContext> to set site and get ticket
2. On SOAPUI run CoreServices/DocumentManagementService using <v3:getFiles> and use ticket as password to get <fmsVaultTokens> and <fmsToken>. Make sure to Click Auth on SOAPUI
    and provide new basic authentication.

  Authorization : Basic
  User name : <e6 user>
  Password : <e6 user password>

3. On SOAPUI run CoreServices/DocumentManagementService using <dfm:downloadFile> by using ticket information from first call and <fmsVaultTokens> and <fmsToken> from second call
